First High-level Dialogue on international migration and development

The first-ever plenary session of the UN General Assembly on migration issues opens 14 September at the United Nations in New York, with a focus on ways to maximize the development benefits of migration and to reduce difficulties.

“We are only beginning to learn how to make migration work more consistently for development,” Secretary-General Kofi Annan said in a report prepared in anticipation of the meeting. “Each of us holds a piece of the migration puzzle, but none has the whole picture. It is time to start putting it together.”

Conceived and scheduled more than two years ago by the General Assembly, the 14-15 September High-level Dialogue follows a period of intense public attention to the cross-border movement of people, and a quickening pace of multilateral talks on migration.

In addition to the plenary debate, the 14-15 September High-level Dialogue on International Migration and Development brings ministers and delegates together in informal round table discussions on themes such as remittances (i.e., monies sent home by workers abroad); smuggling of migrant and trafficking in persons; and partnerships at the bilateral and regional levels.

Overview

The Symposium is organized by the Population Division of the Department of Economic and Social Affairs of the United Nations in collaboration with Fondazione Rosselli, with the support of the Italian Ministry of Foreign Affairs, Regione Piemonte, Provincia di Torino, Comune di Torino, and Fondazione Cassa di Risparmio di Torino.

The purpose of the Symposium is to debate, at the substantive level, key issues that Governments, international organizations and civil society face in addressing the challenges and opportunities posed by international migration. The Symposium will focus on relevant policy questions about ways of enhancing the contribution of international migration to development. The event will allow for an exchange of views between experts and representatives of governments, the United Nations, international organizations and civil society. In discussing both the technical and policy dimensions of migration issues, the Symposium will build the capacity of decision-makers, particularly from developing countries and countries with economies in transition, for preparing for the High-level Dialogue at the national level.

The Symposium will focus on the topics the General Assembly has identified for consideration at the High-level Dialogue on International Migration and Development. These topics will include: (1) how to manage temporary labour migration; (2) how to facilitate the flow of remittances and improve their impact on development; (3) how to increase the benefits while mitigating the costs of the migration of skilled personnel; (4) how to engage transnational communities in the development process of countries of origin; (5) how to make return migration an asset; (6) how best to collaborate in reducing and preventing the smuggling of and trafficking in persons across borders; and (7) how to benefit from the opportunities of the globalization of education. The Symposium will also address international migration and development from the regional and organizational perspective.

Overview

The Population Division of the United Nations Department of Economic and Social Affairs organized an expert group meeting on challenges and opportunities of international migration for development in the Arab region. The meeting was held at the United Nations Economic and Social Commission for Western Asia (ESCWA) in Beirut, Lebanon from 15 to 17 May 2006.

The purpose of the meeting was to provide a forum for substantive examination and discussion of key issues that Governments, international organizations and civil society face in addressing the challenges and opportunities that international migration poses for development in the Arab region. The Meeting brought together experts from academia and research centers as well as representatives from national governments, international organizations, civil society and the private sector. The meeting provided a platform to exchange views and debate regional issues on international migration and development in preparation for the first High-Level Dialogue on International Migration and Development, which was convened by the United Nations General Assembly in September 2006.

Overview

The Expert Group Meeting on Adult Mortality convened by the Population Division provided an opportunity to discuss ongoing activities in other institutions and to obtain feedback on the work carried out by the Population Division. As mortality levels continue to decrease in most countries of the world, deaths become increasingly concentrated at older ages and it becomes more pressing to estimate mortality in adult ages with accuracy. In addition, as the AIDS epidemic continues to expand, accounting for its effect on adult mortality is essential. These are some of the issues discussed by the Expert Group Meeting, as reflected in this report.

Overview

The Population Division of the Department of Economic and Social Affairs of the United Nations is organizing the Fifth Coordination Meeting on International Migration in response to General Assembly Resolution 58/208 of 13 February 2004 on International Migration and Development, which requests the Secretary-General to continue convening meetings to coordinate activities regarding international migration

The Meeting has two main objectives: (a) to discuss the implications of the High-level Dialogue on International Migration and Development, which was conducted by the General Assembly on 14 and 15 September 2006; and (b) to exchange information on activities in the area of international migration and development of participating organizations.
