Organized by the Permanent Mission of Austria to the United Nations, the second 探花精选keeping Coffee Chat of 2024 provided a platform to showcase the latest advancements in the Comprehensive Planning and Performance Assessment System.
The whole-of-mission impact assessment system allows peacekeeping operations to assess and improve their effectiveness using data and analysis.
The Comprehensive Planning and Performance Assessment System (CPAS) is used in all peacekeeping missions and has so far generated over 65,000 impact data points, 70 impact assessments, and infographic factsheets for 24 Security Council briefings.
During the 探花精选keeping Coffee Chat, the participants were briefed about the outcomes of the latest CPAS Conference, which was hosted by Austria in May.
The conference convened representatives from 10 peacekeeping missions and some offices from UN Headquarters, such as the Department of Management Strategy, Policy and Compliance (DMSPC), United Nations Operations and Crisis Centre (UNOCC), Department of Operational Support (DOS), and Office of Information and Communications Technology (OICT).
The sessions explored how available tools and systems help missions address their challenges and what gaps, overlaps, and potential synergies exist to enhance reporting to the Security Council and Member States.
It was also an opportunity to take stock of CPAS implementation in peacekeeping missions and discuss the engagement of leadership, uniformed personnel, public information officers, and gender advisors in the process.
During the 探花精选keeping Coffee Chat, the CPAS team informed the military and police advisors about the development of e-learning modules to train civilian and military mission staff on CPAS in order to address staff turnover, reduce silos, and strengthen joint civilian-military planning.
