CTED technical sessions inform Counter-Terrorism Committee’s special meeting in India

 

 

The United Nations Security Council Counter-Terrorism Committee Executive Directorate (CTED) will hold a series of six virtual thematic technical sessions informing the Special Meeting of the Counter-Terrorism Committee (CTC) on “Countering the Use of New and Emerging Technologies for Terrorist Purposes”, to be held in India on 28 October 2022 in Mumbai and 29 October 2022 in New Delhi. 

The Special Meeting will focus on three main themes: terrorism financing; unmanned aerial systems (UAS); and Information and Communication Technology (ICT), including the Internet and social media. The CTED-led technical sessions will likewise follow these themes.

Technical sessions on the threats posed by the misuse of unmanned aerial systems (UAS) by terrorists will take place on Friday, 16 September 2022 and Monday, 19 September 2022, from 09.30 to 13.00 EDT (13.30 to 17.00 UTC): The evolving threat by the global misuse of UAS, in particular by terrorists, and developments in UAS deployment and use for law enforcement and border security purposes will be discussed on 16 September. Discussions on 19 September, will focus on developing multidimensional responses to threats posed by misuse of UAS and enhancing States capabilities to reliably and sustainably prevent terrorists and other nefarious actors from acquiring and use of such systems and their components as well as on key issues for the future action at the global level.

Technical sessions on threats and opportunities related to new payment technologies and fundraising methods will take place on Friday, 23 September 2022 and Monday, 26 September 2022, from 09.00 to 11.30 EDT (13.00 to 15.30 UTC): Current trends in how terrorists are misusing financial services facilitated by new and emerging technologies – from fundraising through crowdfunding platforms and appeals on social media, to moving and storing funds through mobile payment systems, virtual assets, online exchanges and wallets, or privacy coins – will be discussed during on 23 September. Discussions on 26 September will focus on how the new technologies can facilitate data collection, processing and analysis, and help actors identify and manage terrorist financing risks more effectively and closer to real time, making counter terrorist financing (CFT) responses more effective.

Technical sessions on countering terrorist exploitation of ICT and emerging technologies will take place on Friday, 30 September 2022 and Monday, 3 October 2022, from 09.00 to 12.30 EDT (13.00 to 16.30 UTC): Trends in terrorist misuse of ICT and the exploitation of online spaces to spread terrorist propaganda, incite violence, recruit to terrorism, and conduct terrorist activities, as well as the risks of emerging technologies being likewise subverted, will be discussed on 30 September, followed by a discussion focused on the legal and policy responses by Member States, the technology private sector, and civil society organizations. Discussions on 3 October will concentrate on operational activities to counter terrorist exploitation of ICT and new technologies, as well as how human rights, privacy, and gender-related concerns related to countering terrorist activities online can be better addressed. A concluding session will open discussions on good practices and recommended ways forward.

The six technical sessions will be conducted in English and held in virtual format only (via Microsoft Teams).  Draft agendas and other meeting documentation will be shared in due course. Technical information for joining the virtual sessions will be sent to registered participants in advance of the events.
